Based on this site's data for 42 tax districts in 9 counties in and around metro Atlanta (Gwinnett, Fulton, DeKalb, Cobb, Forsyth, Clayton, Cherokee, Hall, Henry), Gainesville has the lowest total property tax rate (14.221 mills; about $2,081 a year for a buyer of a $400,000 home with the homestead exemption) and DeKalb County (unincorporated) the highest (43.590 mills; about $4,975 a year). Without homestead, as in a buyer's first year, the same home is about $2,275 and $6,974.
"Buyer" means the assessment resets to the purchase price (assessed value = 40% of price). "HS" is the basic homestead exemption (including the 2026 state HTRG credit where it applies); "no HS" is what a buyer typically pays in the first year, before homestead is in place. Ad valorem tax only, no fixed fees. District links open the itemized page (in Chinese, with numbers readable in any language); "Calculate" opens the English calculator preset to that district.

The 5 DeKalb in-city totals exclude city taxes, so the real totals are higher. This table compares tax rates and estimated tax only, not neighborhoods or schools. Parcels in the same city can sit in different tax districts; the county tax commissioner's bill governs.

Georgia assesses homes at 40% of fair market value. Each levy (county, school, city, special districts) is applied to the assessed value after the exemptions that apply to it, including the basic homestead exemption, the 2026 state HTRG credit where applicable and DeKalb's EHOST. The "buyer" figures assume the assessment resets to the purchase price. Only ad valorem tax is included; fixed fees such as solid waste or stormwater are not.
In Georgia you must apply for homestead by April 1 of the year after you move in, so the first tax bill after buying usually has no homestead exemption. For a $400,000 home the difference is about $194 in Gainesville and $1,999 in DeKalb County (unincorporated).
Rate years are 2025–2026 (shown on each row); sources are county tax commissioner and local government publications, and rows marked ★ include a rate from a secondary source or not yet verified against an official table.
